drivers, the registration of motor vehicles and matters related thereto.

provided under the Highway Traffic Act and the Off-Road Vehicles Act.

1. Definitions: In this policy
(a) Act means the Highway Traffic Act;
(b) "Antique Vehicle" means a motor vehicle 25 years or older, maintained as nearly as
possible with original component parts, certified by the Newfoundland Antique and
Classic Car Club, and owned as a collector's item and operated solely for use in
exhibitions, club activities, parades and other similar functions and used for occasional
family pleasure but in no event used for general transportation or business purposes;
(c) “Carrier” means a person that owns, leases, or is responsible for the operation of a
commercial vehicle;
(d) “Certificate of Appointment” means the certificate issued by the minister to appoint an
Official Inspection Station;
(e) “Construction Equipment” includes a pneumatic tired front-end loader, a pneumatic tired
tractor, a pneumatic tired grader, a pneumatic tired roller, a steel-wheeled roller, crawler-
type equipment and an over mass and oversized earth and rock moving vehicle;
(f) “Dealer” means a person who, as principal or agent, engages in the business of buying,
selling or exchanging new or secondhand motor vehicles or trailers;
(g) “Firefighter” means a person actively serving in a municipal/local service district fire
department in the Province of Newfoundland and Labrador at the time of application for
a firefighter plate and has a minimum of three (3) years of continuous service as a
firefighter with one or more municipalities/local service districts in the Province.
(h) “Firefighter Plate” is a plate issued to a firefighter as defined in Section 1 (g) and as
certified by Fire and Emergency Services Newfoundland and Labrador (FES-NL) for
use on passenger motor vehicles and commercial motor vehicles with a gross vehicle
weight of less than 4500 kilograms. The vehicle must be registered in the name of the
firefighter.
(i) “IRP” means the International Registration Plan. Related terms:
“Base jurisdiction” means the jurisdiction where the resident has an established place
of business, where the distance is accrued by the fleet and where the operational
records are maintained or can be made available.
“Cab card” means a registration card issued only by the base jurisdiction for a vehicle
for an apportioned fee.

“Hunter’s Permit” means a permit issued to an owner operator (lessor) who
terminates a lease and has to surrender the apportioned licence plate and cab card to
the carrier (lessee) for the operation of the vehicle at unladen weight.
"IRP fee" means a fee under IRP calculated and assessed by the Registrar for travel in
2 or more jurisdictions and includes, but is not limited to, payment of licencing fees
based on fleet distance operated.
"Jurisdiction" means a state or territory of the United States, the District of Columbia,
or a territory or province of Canada that are signatory to the IRP agreement.
"Vehicle" means any motor vehicle or trailer as defined in IRP and to which IRP
applies.
(j) “Identification marker” means a plate issued by the Registrar under paragraph 34 of
the Act;
(k) “Inspection Sticker” means a certificate issued by an Official Inspection Station to an
inspected vehicle and affixed to the vehicle in the manner and location specified in the
Official Inspection Station Manual to certify that the vehicle has passed the applicable
inspection;
(l) “Instrument of farm husbandry” includes a manure spreader, farm cart, mowing machine,
plough, cultivator, and a hay rake
(m) “Long Profile” means a comprehensive record of all activity of a carrier under the
Carrier Safety Regulations under the Act;
(n) “Official Inspection Station” means a garage, service station or repair shop issued a
certificate of appointment by the minister under the Official Inspection Station
Regulations, to conduct vehicle safety inspections and to issue vehicle inspection
certificates for the class or classes of vehicle designated in the licence;
(o) “Over mass and Oversized Earth and Rock Moving Vehicle” means a vehicle designed
for highway construction and similar purposes which is not permitted to operate on a
highway except when
(i) engaged in the construction of a section of a highway which is under construction; or
(ii) moving without a load along or over a highway by virtue of a permit issued by the
Minister;
(p) “Recreational trailer” means a cabin trailer, collapsible cabin trailer, tent trailer, camping
trailer; a trailer used to transport recreational equipment such as a snowmobile,

watercraft, fishing and hunting equipment, off-road motorcycle or a bicycle where that
transport is not in connection with a business, employment or commercial enterprise.
(q) "Ride-sharing service" means a service provided by a driver affiliated with a
transportation network company for the pre-arranged transportation of passengers for
compensation through the use of a transportation network but does not include a taxi
service;
(r) “Senior” means a person who has reached 65 years of age or older.
(s) “School Bus” means a vehicle owned or operated or contracted to a school board or agent
of a school board for the transportation of children to and from school.
(t) “Stock Car” means an automobile used for racing purposes which is not so equipped as to
qualify for registration for operation on a highway;
(u) “Short Profile” means a summary of a carrier’s safety rating and other information
prescribed by the Registrar;
(v) "Transportation network" means an online enabled application, a digital platform, a
software program, a website or other system or technology platform offered, used or
facilitated by a transportation network company to enable a person to obtain a ride-
sharing service;
(w) "Transportation network company" means a person that offers or facilitates a
transportation network;
(x) “Vehicle Inspection Certificate” means a numbered certificate issued by an Official
Inspection Station to an inspected vehicle certifying it to be in a fit and proper condition
and as having passed the applicable inspection prescribed under the Official Inspection
Station Regulations and includes the inspection sticker.
(y) “Veteran” is any person who has honourably
served in the Armed Forces of Canada, the Commonwealth or its wartime allies,
for a minimum of three years (may still be serving); or
served in the Merchant Navy or Ferry Command during wartime; or
served as a regular member of the Royal Canadian Mounted Police; or
served in a theatre of war with the Armed Forces of Canada, the Commonwealth
or its wartime allies; or
performed NATO service or Peacekeeping mission(s) with the Armed Forces of
Canada; or
serves as a Peace Officer in a Special Duty Area, or on a special duty operation;
and
has provided verification that is acceptable to the registrar.

(z) “Veteran Plate” may be issued for use on passenger motor vehicles, commercial motor
vehicles with a gross vehicle weight of less than 4500 kilograms and recreational trailers
when:
the veteran meets the criteria as defined in 1(v); and
their eligibility has been certified by the Royal Canadian Legion, on a form
prescribed by the Registrar of Motor Vehicles, prior to applying for a Veteran
plate; and
the vehicle and trailer are registered in the name of the veteran.

3. Driver’s Licence Refunds
(a) Where the licence is issued for a period of 5 years:
A person who has paid the fee for a driver’s licence and leaves the Province to
take up residence elsewhere may be eligible for a refund.
A person who has paid the fee for a driver’s licence and voluntarily surrenders
that driver's licence may be eligible for a refund.
A person who is refused a driver's licence for medical reasons, or whose licence is
suspended for medical reasons, may also be eligible for a refund.
The Minister may provide a refund to the personal representative of a person who
has died.
Refund amounts are listed in the tables below. All refunds are calculated from the
date the licence is issued to the date the licence is surrendered.

(b) A person who owes monies to the Crown is not eligible for a refund.
(c) Where a refund is issued to an individual who has an outstanding debt to the Crown, that
refund, or the appropriate portion of it, shall be paid against the outstanding debt.
(d) A person whose driver’s licence has been suspended or cancelled for any reason other
than those listed in (a) is not eligible for a refund.
(e) There is no refund for a Class 5I or a Class 6I driver’s licence.

(a) If the initial registration date of a motor vehicle or trailer occurs after the 15th day of any
month, the fee is calculated as if application were made on the 1st day of the following
month.
(b) Where a vehicle that has expired is renewed within 90 days, the registration will only
be valid until one year from the original expiry date.

7. Seasonal Registration Labrador
(a) The vehicle registration period for passenger vehicles, light trucks and vans is May 1

November 30

for permanent residents of the communities of Nain, Hopedale,
Makkovik, Postville, Rigolet, Black Tickle, Williams Harbour and Norman Bay.
(b) The registration fee is 7/12 of the annual registration fee for passenger vehicles listed in
Section 5; or 7/12 of annual registration fee for commercial vehicles listed in Section 8.
(c) A registrant may register his or her vehicle(s) for any number of additional months, but at
minimum must register their vehicles for the period May 1

8. Commercial Vehicle Registration Fees
(a) The annual fees to licence commercial motor vehicles or trailers, other than a semi
trailer or commercial trailer under 4500 kg, are listed in the table below. Fees are

(b) A commercial motor vehicle or trailer in excess of 9,000 kg may be licenced for any
number of months.
(c) The monthly registration fee is 1/12 of the annual registration fee listed in the table above
- a $35 non-refundable administration fee will apply for any amount less than the annual
fee.
(d) Renewing vehicles over 9,000 kg: If the renewal date of the registration for the
commercial vehicle occurs after the 25th of any month, the fee is calculated using the 1st
day of the following month.
(e) The fee to licence a pneumatic tire power crane or a pneumatic tire power shovel is 50%
of the fee listed in section 8.
(f) The fee to licence a truck that is equipped with a well drill, power auger or concrete
pumper and is not designed to carry any additional load is 50% of the fee listed in section
8.
(g) A pneumatic tire crusher, a gravel plant, an asphalt plant and pneumatic tire component
parts of such plants, are exempt from registration and a licence fee.

(h) An instrument of farm husbandry is exempt from registration and licence fees.
(i) The fee in section 8 for a commercial motor vehicle in excess of 4000 kg will be reduced
by 15% when it is owned by a bonafide farmer and used solely for agricultural purposes.
(j) A vehicle described in (i) will be clearly identified as a farm vehicle by marking the
owner's name, occupation and address in a prominent position on the left side of the
vehicle in contrasting colours and in block letters that are at least 10 cm high.
9. Identification Plates
(a) The Registrar may issue replacements where a set of identification plates has been
destroyed, stolen, lost or mutilated.
(b) Before the Registrar issues a replacement set of identification plates the registered owner
of the vehicle shall file an affidavit which includes information required by the Registrar.
(c) The Registrar may replace identification plate(s), without a fee, where in the opinion of
the Registrar the plate is illegible due to rusting or manufacturing defect.
(d) The plate must be returned to the Registrar prior to replacement.
10. Dealer to Dealer Transfer
(a) Where the ownership of a motor vehicle or trailer is transferred from one dealer to
another dealer, the transfer fee required under section 5 is payable by the purchasing
dealer.
11. Vehicle Registration Refunds
(a) The Minister may refund the registration fee to a person who pays for the licencing of a
vehicle or to the registered owner, who returns the identification plate(s) of that vehicle,
unused to the Registrar. A vehicle registration renewal purchased through a financial
institution shall be deemed to have been used upon the expiry of the previous
registration.
(b) The Minister may refund to a person who pays the fee for the licencing of a vehicle, or to
the registered owner who returns the identification plate(s) of that vehicle, to the Registrar,
an amount equal to:
60% of the annual fee if the identification plates are returned to and received by the
Registrar within 3 months from the date of issue; or
40% of the annual fee if the identification plates are returned to and received by the
Registrar after 3 months but within 6 months of the date of issue.

(c) If a vehicle referred to in (b) is registered with gross vehicle weight of 4500 kg or greater,
the Minister may refund the fee for the number of months remaining to the expiry date,
excluding the current month. However, the Registrar shall not issue any refund amount
that is less than $20.
(d) The Minister shall not refund the registration fee for a vehicle which has been traded or
sold unless the licence plates are returned to the Registrar.
(e) Where a vehicle has been scrapped, written off as the result of an accident, or the owner
has otherwise removed the vehicle from the highway, the Minister may refund the
registration fee in accordance with (b) provided that the licence plates are returned to
the Registrar.
(f) This section does not apply where a commercial vehicle licence or a passenger
vehicle licence is suspended or cancelled.
(g) A person who owes monies to the Crown is not eligible for a refund.
(h) Where a refund is issued to an individual who has an outstanding debt to the Crown, that
refund, or the appropriate portion of it, shall be paid against the outstanding debt.
12. International Registration Plan (IRP)
(a) Definitions related to the IRP are listed in section 1(i). All other terms used in Section 12
have the meaning defined or used in IRP.
(b) Where a vehicle owner applies to the Registrar for vehicle registration under IRP, the
Registrar shall determine the IRP fee applicable to each jurisdiction identified in the
application in accordance with the provisions of IRP.
(c) The Newfoundland and Labrador annual fee for a commercial motor vehicle or trailer
registered under IRP, shall be calculated and assessed in accordance with the table in
Section 9 of this fees policy and is subject to an administrative fee.
(d) The administrative fee payable to the Registrar for a vehicle registered under IRP shall be
$50 per vehicle per application.
(e) A Hunter’s Permit may be issued to an owner operator (lessor) who terminates a lease
and has to surrender the apportioned licence plate and cab card to the carrier (lessee) for
the operation of the vehicle at unladen weight only for a period of 30 days.
(f) The fee for a Hunter’s permit is $15.

(g) In addition to registration and identification plates issued by the Registrar under IRP, the
Registrar shall issue an IRP cab card to identify the jurisdictions for which fees have
been paid and in which the vehicle is authorized to travel.
(h) The Registrar may collect IRP fees on behalf of other jurisdictions and shall remit such
fees to the appropriate jurisdictions in accordance with IRP.
(i) The Registrar may permit the transfer of a Newfoundland and Labrador fee under IRP to
a substitute vehicle to be registered under IRP.
(j) Where a transfer of registration is affected under subsection (2) and a refund payable
under this fees policy, the Registrar shall issue the refund less a $20 administrative fee.
(k) Upon cancellation of the Newfoundland and Labrador portion of an IRP registration, the
Registrar may refund to the applicant an amount equal to the fee paid for the unexpired
months of the vehicle registration, excluding the month in which the cancellation
occurred. However,
the Registrar shall not issue any refund less than $20 and
the Registrar shall not issue any refund unless the identification plates and cab card
issued to the registered vehicle are returned to the Registrar.
(l) Where the vehicle for which a refund is payable has been registered in another
jurisdiction for operation in Newfoundland and Labrador, the Registrar will issue any
refund upon receipt of proof, satisfactory to the Registrar, of the return of identification
plates to the issuing jurisdiction.
13. Official Inspection Station Fees

15. Special Permits (Over Mass, Over Dimensional)
(a) A special permit is required to operate or move a vehicle, combination of vehicles, object
or structure which exceeds the mass or dimensions specified in the Highway Traffic
Vehicles Regulations, 2001.
(b) The operation or move referred to in (a) is subject to the terms and conditions specified
on the permit.
(c) The fee for special permits referred to in (a) are as specified in the table below.

(d) Any vehicle or combination of vehicles for which a trip permit has been issued may be
operated in inter-jurisdiction or intra-jurisdiction commerce for a period of 5 consecutive
days from date of issue.
(e) A maximum of 3 Single Trip permits may be issued in one year from date of the first
permit.
(f) Where a special permit is returned to the Registrar, the minister may refund the fee in an
amount equal to:
the fee paid, if the commencement date of the special permit has not yet come into
effect; and
for annual permits, the difference between the amount paid for the permit and $25 per
month for each month (including partial months) for which the special permit has
been in effect. Also, $75 per permit will be deducted from the refund for every single
trip permit issued in excessive of the annual permit.
(g) An administrative fee of $25 will be retained for each refund issued.
(h) A person who owes monies to the Crown is not eligible for a refund.
(i) Where a refund is issued to an individual who has an outstanding debt to the Crown, that
refund, or the appropriate portion of it, shall be paid against the outstanding debt.
16. Departmental Escort Services Fees
(a) The fees for departmental escort services include:
the salary costs for regular working hours of a Highway Enforcement Officer highest
rate of pay per hour as per Maintenance and Operational Services (MOS) Collective
Agreement, and/or the salary costs for outside regular working hours which are the
Officer’s hourly pay rate x 1.5;
payroll burden of 30% of salary cost;
vehicle usage which is the calculated at the cost per kilometer as outlined in the
Travel Rules Schedule;
meal rate is as per the Travel Rules Schedule; and
hotel and other related travel expenses will be charged at cost where required.
(b) An administration fee of 10%, with a harmonized sales tax charge of 15% on the
administration fee, and escort costs will apply.

18. General
(a) Non-sufficient Funds (NSF) Charge: Where a person issues a cheque determined to be
NSF, or causes chargebacks to be placed against a VISA or MasterCard payment to
MRD, all subsequent transactions with MRD shall be on a cash, certified cheque, or
money order only and the Registrar may charge an administrative fee of $25 to that
person per transaction.
(b) Administration fee: The Registrar may charge an administrative fee of $25 for a
service requested that is not otherwise specified.
(c) The Registrar may round any fee downward to the nearest dollar if the fee assessed is a
dollar amount plus an amount less than $0.50 and the Registrar may round any fee
upward to the nearest dollar if the fee assessed to a dollar amount plus an amount of
$0.50 or more.
